成渝城际客运专线对区域经济发展影响预测研究

【摘要】 我国是国土面积大、资源分布不均的大陆型国家,区域发展不平衡,所以区域经济的快速发展需要城际轨道交通这种运行速度快、安全快捷的新型交通运输方式,国内外发展实践证明高速铁路对沿线区域经济发展产生了巨大的影响。《成渝经济区城际铁路网规划》中规划了以成渝城际客专为主轴的12条城际客专,以成都和重庆为中心城际铁路交通时间将缩减到1小时以内。本文从交通与区域经济发展的相互关系出发,系统梳理了国内外理论研究现状,分析了城际轨道交通对区域经济发展的影响机理,城际轨道交通的建设投资首先会为区域经济发展起投资拉动作用,城际轨道交通的快速便捷特点将会大大提高区域通达性,从而促进资源的合理配置、产业结构优化升级,带动就业等,为区域经济发展提供动力。本文重点对成渝城际客运专线的区域经济效应进行了预测分析,认为成渝城际客专的建设将对沿线区域经济发展产生深远的影响,加快沿线资源的流动,促进沿线产业的集聚和转移扩散、优化沿线产业结构、促进旅游业的发展。在区域空间发展影响方面,成渝城际客专将实现区域一小时交通圈,从而推动区域经济一体化发展,优化沿线区域的城市空间结构,促进成内渝交通经济带的发展。本文分析了成内渝地区在建设成渝城际铁路机遇下进一步发展所面临的交通和经济方面的问题与不足,比如区域内交通基础弱、交通体系不完善,沿线城镇发展基础薄弱,行政障碍造成的发展政策不协调等问题。针对沿线区域发展面临的问题提出了推动区域发展的政策建议:加快成渝城际铁路的建设,促进多种交通方式协调运作;完善成渝城际铁路设站城市综合交通枢纽建设,增强交通枢纽的辐射带动作用;加快沿线中小城镇的发展,以政策引导沿线产业集聚实现错位发展。

【Abstract】 Our country is a continental country, with huge sizes of total land area, unequal distribution of resources, imbalanced district development, therefore the fast development of economy needs high speed railway, which is a new way of transport and is faster, safer and more convenient. Practices have proved that the development of domestic and international high-speed rail for regional economic development along the line had a huge impact."Chengdu-Chongqing Economic Zone intercity railway network plan" has planned the Chengyu intercity rail as the main construction of12intercity passenger, which has Chengyu intercity rail as major sector, and it will lead to the time of intercity rail transport with Chengdu and Chongqing in the middle to reduce to within one hour.The article starts from the interrelation between transport and regional economic development, sorts out the current condition of theory research from both home and abroad systematically, and analyzes the Influence mechanism of the effects of intercity rail transport to regional economic development. The construction investment of intercity rail transport will pull regional economy development firstly, and its high speed and convenience will improve the regional accessibility greatly, thus promote the rational distribution of resources, industrial structure optimization, employment promotion, and provide impetus for regional economic development. The paper concentrates on predictive analysis on the regional economic effect of Chengyu intercity passenger line, and thinks that the construction of the line will have a deep influence on the regional economic development around it, accelerate the flow of resources, speed the gather and diffusional transfer of the industry, optimize industrial structure, and improve the development of travel industry around it. On the aspect of regional on, Chengyu passenger line will achieve regional one-hour-circle of transport, therefore push the development of regional economic integration, optimize the city space structure along it, Promote the development of traffic economic belt along Chengyu area.This paper analyzes the transport and economic problems and shortcomings that the Chengyu region facing under the opportunity of constructing the intercity railway for furthering development, such as the weak regional transport infrastructure, inadequate transportation system, unsubstantial basic of urban development along the line, uncoordinated development policy and other issues resulting from administrative barriers. Finally, put forward some policies to promote the regional development for the problems they facing:Accelerate Chengyu intercity railway construction, and promote co-operation with a variety of transportation; perfect cities with station’s Comprehensive Transportation Hub along Chengyu intercity railway, and enhance the radiation effect of transport hub;accelerate the development of small-medium cities along the route, achieve dislocation development through industrial concentration by the policies’ guidance.
